Chapter 101: Oregon is admitted to th Union with a Constitution banning all black residents.

Antipathy toward all Blacks, enslaved or free, is evident in years’ worth of statutes across the north discouraging their presence.

However it is not until 1859 that a state is admitted to the Union with a “whites-only” clause. That state is Oregon where 89% of local voters approve the ban, and Congress admits it on February 14, 1859.
