Foot’s political career is grounded in Vermont, where he serves in state government before being elected to the U.S. House in 1843. As a Whig he opposes the Mexican War and the expansion of slavery. He graduates to the Senate in 1851, becomes a Republican, and serves there until his death in 1866. He is President Pro Tem from 1861-4.
