Chapter 23: The admission of Oregon

On February 14, 1859 Oregon is admitted to the Union as a “Free State.” This despite a Constitution that is the first to exclude all Blacks – free or enslaved — from residency in the state. But the statute simply reinforces the racism evident in prior “black codes” across the North from Ohio through the Midwest and to the Pacific coast.
